Biography

Dr. Thota Chandrashekhar BRS Party Andhra Pradesh State President is hailing from Guntur District in Andhra Pradesh belongs to Indian Administrative Service of 1987 batch. He did his post graduation in M.Sc., from Andhra University. He did his Doctorate in from Mumbai University. In his 21 years service in IAS he worked in various positions in Maharashtra. He worked as the Metropolitan Commissioner, Mumbai Metropolitan Region Development Authority (MMRDA) till August 2007. Prior to that he worked in MMRDA as Additional Metropolitan Commissioner and Project Director, Mumbai Urban Transport Project (MUTP) MMRDA from October 2002 to June 2005. During his tenure in MMRDA he gave major impetus to Mumbai infrastructure by undertaking several infrastructure projects.

He Worked as Nagpur Municipal Commissioner from 2000 – 2002. He transformed Nagpur City in to one of the clean and beautiful city in Maharastra and he got many awards for his outstanding work as Nagpur Municipal Commissioner.

He served as Municipal Commissioner of Thane Municipal Corporation from 1997 May – 2000 May. He transformed the Thane City, which is a satellite city of Mumbai which was notorious for underworld activities, unauthorized constructions and unplanned development, into a planned, clean and beautiful city in just three years period. The city, which used to be highly congested with slums, encroachments and unauthorized constructions, under his stewardship as Commissioner has metamorphosed into clean and beautiful city. He demolished more than 20 thousand unauthorized constructions and encroachments ruthlessly despite of tremendous pressure from vested interests and politicians to give a shape to the city. About 150 kms narrow roads have been widened and developed by removing thousands of slums and encroachments. Thane City prior to 1997 was in a chaotic condition due to heavy traffic congestion and most polluted due to industries and vehicular pollution. Due to the developmental projects undertaken by the Commissioner the city is decongested with smooth traffic flow and became a clean and beautiful city. About 15 lakes in Thane City, which became the slum pockets and dumping grounds, have been cleaned and conserved. About 20 major projects were implemented to give a shape to the city. All the 150 kms roads have been planted with avenue tree plantation. A 100 MLD water supply scheme was constructed in a short period to solve the water scarcity problem of the city. Garbage collection has been improved by involving different techniques. Due to the strident efforts of the Commissioner Thane City has become a clean and beautiful city in a short span and achieved “Clean City A ward” given by HUDCO – Government of India, in the year 2000. When he was transferred from Thane the whole city has observed three days Bandh in protest of his transfer.

He received Economic Times – Leadership Award in the year 2001 for his work in Thane. He received “Vocational Excellence Award” in 1998 and “Maharashtra Bhushan Award” in 1999 instituted by Rotary International for the excellent developmental work carried out in Thane. He received prestigious All India Management association “Public Service Excellence A ward” in 2002 for the work he carried out in Thane during 1997 – 2000.

He worked as District Collector in Ratnagiri District in Maharashtra between 1995- 97. He acquired his first experience as Municipal Commissioner in Kalyan Municipal Corporation. He worked in Kalyan Municipal Corporation from the year 1992 till 1995. He got experience of Chief Executive Officer, Zilla Parishad in Satara District of Maharashtra for the period 1989 – 1992. He worked as Vice President and Chief Executive Officer of Maharashtra Housing and Area Development Authority, till August 2008.
He has been awarded prestigious Civil Services award in April 2008 “Prime Ministers Award for excellence in Public Administration” for transforming two cities Thane and Nagpur during his tenure as Municipal Commissioner of these two cities.

As Metropolitan Commissioner, MMRDA, he implemented major infrastructure projects such as Mumbai Urban Transport Project, Mumbai Urban Infrastructure Project, Mumbai Metro Rail Project etc. to improve the infrastructure of Mumbai, which is also the financial and commercial Capital of India. He also built 50,000 houses to rehabilitate projected affected people in a record time of 18 months. He bagged second time Clean City Award for Nagpur city also in 2002. For the year 2002, Nagpur city is accredited with Clean City award by HUDCO. Government of India, for the transformation he brought in Nagpur city during 2000 – 2002. He has given a total facelift to the Second Capital of Maharashtra in a short span of two years.

He also bagged the Maharashtra State Government’s “Rajiv Gandhi Administrative Reforms A ward” instituted by the State Government for the Administrative Reforms carried out during 2001 – 2002 and for providing responsive administration in Nagpur Municipal Corporation. He also received the “Giants International Public Service Award” in 2002 for the work he carried out in Thane and Nagpur.

He has resigned to IAS in Sept 2008 and joined in the private sector for better growth and opportunities. He took over as Chairman, Aditya Housing and Infrastructure Development Corporation (P) Ltd., which is one of the largest housing and infrastructure company in Andhra Pradesh. He has been executing large scale housing projects and infra projects in Andhra Pradesh and Maharashtra.
